INTRODUCTION :

 

Cette introduction sera essentiellement basée sur la conférence faite par Michael Schratt aux "Secret Space program conferences" de San Diego en 2014. L'intégralité de la conférence peut être visionnée ci-dessous :

 

 

De décembre1990 à juillet 1991, 3 millions de £ furent détournés du programme de l'Avenger A12 II, projet confié à McDonnell Douglas destiné à remplacer l'A-6 Intruder. Le projet fut annulé par Dick Cheney en janvier 1991, au titre du dépassement du budget . Boeing et General Dynamics ont poursuivi l'état américain en réclamant la somme de 4 Milliards $ au titre de la rupture de contrat, mais au lieu d'obtenir gain de cause, ont été condamnés au terme d'une procédure de près de 20 ans, à verser au gouvernement la somme de 2,8 milliards $. L'affaire aurait été du simple ressort des pertes et profits industriels si le matériel n'avait disparu corps et âme dans les profondeur de Lockeed Martin, pour un montant estimé à 5 Milliards $.

Le budget des "black programs" aérospatiaux a commencé à s'envoler dans les années 80. C'est en 1987 qu'il triple, selon le quotidien "Detroit Free Press" (Feb 8th 1987):
"Secret ledger hides military projects
[...] Aurora caught people’s attention anyway. That’s because the projected budget showed its cost soaring from $80 million in 1986 to $2.3 billion in 1987. What sort of project grows like that? Not one the Pentagon wants to talk about. In the administration’s defense budget this year, Aurora is not mentioned. The project and its billions have “gone black” - vanished into the vast cache of secret accounts that the Pentagon calls its “black budget”.
Since Reagan took office in 1981, the black budget has more then tripled. The black budget’s secret spending for classified programs totals at least $35 billion a year, according to an investigation of Defense Department records, corroborated by Pentagon and congressional sources. It accounts for 11 percent of the Pentagon’s current $312 billion spending request, and that number probably will swell, as the black budget is growing faster than any major sector of the federal government. (my note: keep in mind this is back in ‘87!). The controversy over the covert sale of weapons to Iran an the alleged diversion of millions of dollars in profit to the Nicaraguan rebels, known as contras, shows how the secret use of secret money - when detected - can undermine trust in government, warp foreign policy and damage a presidency [...] ".

Certaines indiscrétions, comme cette demande de déclassification (voir ci-dessus) d'un journaliste, en 1993, adressée au Pentagone, font état de 5 "black programs" déjà opérationnels à l'époque : ROSETTA - HOUSEKEEPING - REDBIRD - RAINBOW - SNOWBIRD. Ce journaliste, nommé John J. Andrews, a depuis poursuivi un long échange de courriers avec le Pentagone, dont la conclusion pourrait se résumer à cette correspondance de 2014 de l'ufologue Lee Graham (voir ci-dessous), qui établit la relation entre le Majectic 12, Roswell, et le black program nommé SNOWBIRD évoqué par la "Aviation/Space Writers Asssociation en 1993. Avec cette conclusion : "Si le document dit 'projet Snowbird' a été proprement déclassifié, alors il existe un vaisseau E.T. récupéré par l'USAF, et l'USAF a connaissance d'un tel vaisseau":

 

“I am the one who both sent and received the BRIEFING DOCUMENT: OPERATION MAJESTIC 12, and, according to the Controlled Government Informant Mr. Bill Moore, who was working with (not for) the Air Force Office of Special Investigations (AFOS), the AFOSI was circulating copies of this document in my name, before I ever had a copy of it. And the Air Force has never responded to my FOIA of the 7th of February 2014. Why?” — Lee Graham(STARpod.us

) — We keep receiving unsolicited copies of FOIA requests and responses from Mr. Lee Graham, a die-hard UFO conspiracy theorist (are we being too kind?) who once worked in the defense industry on classified projects …

But Graham does have at least one apparently legitimate issue to clarify with the government: Who, exactly, authorized his exposure to classified information while working at defense contractor Aerojet in the 1980s? What, if any, is the connection to Graham’s exposure to the so-called MJ-12 UFO documents?

In his search for answers, Graham sent a FOIA request to the Air Force in February 2014. According to Graham, he has yet to receive a response.

What follows is Mr. Graham’s letter to the Air Force, mildly reformatted and edited for clarity.

Dear Sirs,

Very recently I found a copy of the Air Force’s ROSWELL REPORT, CASE CLOSED — republished in 2013 — (see enclosure K-1 thru K-5) — in the Monrovia, CA Public Library — (see enclosure KK). Thus, as to the “complaint” part of this Freedom of Information (FOIA 5 U.S.C. & 552) request part, of this OPEN LETTER:

I have enclosed — (see enclosure A) — a still classified “TOP SECRET” copy of the BRIEFING DOCUMENT: OPERATION MAJESTIC 12, which contradicts the claims made in the body of the Air Force’s ROSWELL REPORT. And, this BRIEFING DOCUMENT: OPERATION MAJESTIC 12, being classified still “TOP SECRET,” falls under the purview of the current Executive Order 13526 signed into law in 2009 by President Barack Obama, to whom I have sent a copy of the document — (see enclosure J, dated 12 January 2014) — delivered on 3 February 2014 — (see enclosure JJ).

However, I have a legally “UNCLASSIFIED” copy of the BRIEFING DOCUMENT: OPERATION MAJESTIC 12 — (see enclosure B-6) — that is an integral part of my Defense Investigative Service (DIS) file number 89311-DK1-3408-1W9 — (see enclosure B-1 through B-8) — the “UNCLASSIFIED parts of this DIS file having been “Declassified per 17 April Memo” — (see enclosure BB, dated 17 April 1990, the MEMORANDUM FOR DISTRIBUTION, related to enclosure B-5 “A T T A C H M E N T 1″).

Note: This DIS file, number 89311-DK1-3408-1W9, is only a partial of the whole 70+ page file and was created at the request of the United States Air Force, because I had violated this — (see enclosure B-4 “C E R T I F I C A T E”) — in that I [had] made in writing — (see enclosure B-3, page 3) — an association of “F-117″ to “Senior Trend”; said information having been provided to me by Mr. John J. Andrews — (see enclosure B-8, dated 17 March 1989) — but which was also provided to me by U.S. Air Force Major General Michael C. Kerby, as witnessed by FBI Special Agent Mr. William J. Hurley — (see enclosure B-5 “A T T A C H M E N T 1″) — While the signer of this — (see enclosure BB MEMORANDUM FOR DISTRIBUTION).

JOHN B. HENNESSEY, COLONEL USAF Special Projects Security Director, Assistant Secretary of the Air Force (Acquisition)” had knowledge of the F-117/SENIOR TREND association, was Mr. John Andrews “AFOSI contact” — (see enclosure B-8, dated 17 March 1989) — and had ask Mr. Andrews ([in] a gentleman’s agreement) not to use this association in “further writing” — (see enclosure BBB, dated 16 Sep 1987) — [however] no such agreement was made with me by Col. Hennessey. Thus in this document — (see enclosure B-5 “A T T A C H M E N T 1″) — it is stated, in part:

2. THIS INFORMATION IS CLASSIFIED AND SUBJECT TO A SPECIAL DETERMINATION OF NEED TO KNOW BY THE UNITED STATES GOVERNMENT.

And, I believe, is related to another 1102 page DIS file 86139DK13414WIF. Ergo this FOIA to the Air Force — (see enclosure H-1, dated 26 December 2013) — ergo:

Under the FOIA 5 U.S.C. & 552, I respectfully request a copy of that document that explains my “NEED TO KNOW” for this information — (see enclosure B-5).

My further complaint is in the fact that the coauthor of the “The Roswell Report,” “Col. Richard L. Weaver” — (see enclosure K-4) — misrepresented the facts about the “unclassified” Majestic 12 document in his testimony to the General Accounting Office (GAO) — “JOB CODE 701034″ — several pages are enclosed — (see enclosure E, pages 044, 045, 046, 056 and 119) — in which [on] page 045, it is stated, in part:

I then asked about the “Majestic 12′ document and whether the Air Force believed it to be an authentic document. Col. Weaver stated that the Air Force’s position is that the document is bogus and therefore not classified. Col. Weaver said that when that document was first sent to Internal Security Office for review they stamped it UNCLASSIFIED before they had reviewed it for authenticity. After they had studied it and determined that it was not authentic, they returned it to the sender, however, they had already [given the document an] UNCLASSIFIED mark, which to the sender meant that it was an authentic document. Col. Weaver said that because of that blunder the government has had to deny the authenticity of the document ever since. Mr. Boesch stated that in the early 1980s the document was sent to the Information and Security Oversight Office for their review and they sent a memo stating that the document was bogus. He said that the files would have to be reviewed to find it, but that if they would furnish me a copy of the memo if it can be located.

Sir, I am both the sender and receiver of the BRIEFING DOCUMENT: OPERATION MAJESTIC 12, and I sent a copy of it to the Internal Security Oversight Office (ISOO) — (see enclosure E, page 119).

An individual named Mr. William L. Moore, who provided me with the document, showed me a card with his photograph that indicated that he was a Special Agent of the Air Force Office of Special Investigations (AFOSI) and he claimed to be a Controlled Government Informant working with (not for) them … He stated to me that before I ever had [received] a copy of the BRIEFING DOCUMENT: OPERATION MAJESTIC 12 from him, that the AFOSI was circulating that document in my name. Here — (see enclosure D, dated 6 November 1993) — is a copy of my letter to him, in which I have stated, on part:

2. “That as you once stated to [redacted] (but is ‘Marie’) and I (in our living room, years ago), that someone in the AFOSI was circulating the BRIEFING DOCUMENT: OPERATION MAJESTIC 12 in my name, before I ever had a copy of the document.”

And, Mr. Moore has written in, after my statement, “(2) I was told this – Yes.”

And this is borne out by the following statement — (see enclosure E, page 056):

The Air Force circulated the MJ 12 Briefing Document throughout the intelligence community in 1987 but they could not find an anyone who had any knowledge of it. He also stated that the FBI could not perform forensic testing because they did not have the original.

And I sent an “UNCLASSIFIED” — (see enclosure B-6} — [copy] of the document to the AFOSI — (see enclosure F-1, dated 12 April 2000) — and they responded in part, by stating:

AFOSI does not posses any records that would prohibit you from circulating the copies of the unclassified briefing. — (see enclosure F-3, dated 14 February 2002)

Further I made a FOIA to ISOO for a copy of the alleged memo — (see enclosure E, page 045) — indicating that the document was bogus, and no such memo could be found.

Ergo: If the UNCLASSIFIED, BRIEFING DOCUMENT: OPERATION MAJESTIC 12 — (see enclosure B-6) — is BOGUS …

Under the provision of the FOIA 5 U.S.C. & 552, I respectfully request a copy of that
record that indicates that all of the UNCLASSIFIED pages — (see enclosures B-3, page 6, B-6, and B-7, dated 19 March 1989) — have been properly UNCLASSIFIED.

If they have been properly UNCLASSIFIED, then the BRIEFING DOCUMENT: OPERATION MAJESTIC 12 and the statements found in the Air Force’s ROSWELL REPORT, are inaccurate relative to the “Roswell Incident” as [those events are] detailed within the BRIEFING DOCUMENT: OPERATION MAJESTIC 12; therefore:

Under the FOIA 5 U.S.C. & 552, I respectfully request of the Air Force that account of what really happened at “Roswell” with the respect to a recovered alien aircraft.

I speak of a “recovered alien aircraft” because that is what is indicated in the [allegedly] UNCLASSIFIED PROJECT SNOWBIRD document — (see enclosure B-7) — The PROJECT SNOWBIRD document, being but page 9 of 9 of the still classified TOP SECRET PROJECT AQUARIUS document — (see enclosure C) — a copy of which I also sent to President Barack Obama — (see enclosure J, dated 21 January 2014).

Thus, being still classified TOP SECRET, I made a Mandatory Declassification Review (MDR) Request (under the provision of Executive Order 13526) to the Federal Bureau of Investigation (FBI) — (see enclosure I, dated 16 January 2013). The PROJECT AQUARIUS document is supposed to have been a briefing given to President Jimmy Carter; ergo, I sent a copy of this document to him — (see enclosure G, dated 6 December 2013).

Note: John Andrews, and thus, Col. John Barry Hennessy, had knowledge of this PROJECT SNOWBIRD document — (see enclosure CC, dated 29 August 1985).

Thus, if the PROJECT SNOWBIRD document — (see enclosure B-7) — has been properly unclassified, there is a “recovered alien aircraft” and, the sanitized section of this line following “in Nevada” is “(OPR: USAF/NASA/CIA/MJ12)” — (see enclosure C, page 9 of 9) … where “OPR” is Office of Primary Responsibility, and “USAF” is United States Air Force; ergo, if this document — (see enclosure B-7 C, page 9 of 9) has been properly unclassified, [then] the United States Air Force has knowledge of a “recovered alien aircraft.”

Ergo:

Under the FOIA 5 U.S.C. & 552 I respectfully request a description and photograph of the “recovered alien aircraft” indicated in this — (see enclosure B-7) — PROJECT SNOWBIRD document.
